I recently switched DD#1 over to the high back booster with the seat belt.

Is the lap belt supposed to be in a seat belt "lock" position (pull the belt all the way out, snap and then release) once kiddo is strapped in, or should she have the ability to move about? If she's in the lock position, then every time we need to belt again, I need to remove it from the loop on the seat so that I can release the "lock".

Also, as a side question, anyone know why LATCH is not supposed to be used in conjunction with the belt?

I've tried to find these answers in the manual but have had little luck...
