Alpha and Beta dog
So I have 2 dogs born 1 day apart. They are Cavapoos. One is definivelly more spaniel (look) called Tubbs. He is looves pleasing us. He has a tendency to jump (although we work on it everyday). He is just a loving machine. He would obey us just to please us. The other one is more "poodle" looking called Crockett. He is smaller and his personality is totally different. He "loves" us but is much more independent. They are from the same breeder. Brother of another mother...
They have been together since we got them at 10 weeks.
Fast forward. Crockett is always agressive to Tubbs. So we have an alpha (Crockett) and a total wuss dog (Tubbs). Tubbs is now turning into a scavenging dog in fear of the other dog. But that's his life. That's all his knows. He accepts it. Crockett will block him to go to his food or won't allow him to drink water. The toys are his only. He will pile them up by him or close to the other dog and growl if he comes close to the toys. So now Tubbs wait for Crockett to turn his head and run and jump to get a toy. Yet, he still "loves" his brother.
You get the picture. He is not agressive to us at all. Just to the other dog. On the other hand, they cannot be separated. They will both cry wondering where their "brother" is. Even Crockett is lost without Tubbs. I always tell DH that Crockett has a "small dog complex" and is agressive to Tubbs not to be hurt or rolled over by Tubbs who is bigger than him.
Crockett KNOWS that he is not allowed to be "mean". If I hear him growl, I will go see them and give him the look. He KNOWS, give me the guilty look and stops.
How do I stop him from keeping harrassing the other dog?

I had this problem with my Pug and with my Shiba Inu. DH asserted himself as the Alpha, and then we reinforced it with click training. it is not 100% gone, but at least my Shiba can eat without the pug in his face.

Well, I am actually the Alpha and both dogs know this. Because when I come to the kitchen or the room when Crockett tries to rule Tubbs he stops instantly. I sometimes don't even have to say anything. I just look at him and he knows. It's when I don't look or he thinks I am not hearing it.
He does it when I am not in the room or occupied doing something else.

He does it when I am not in the room or occupied doing something else. aaah I see. too clever for his own good well maybe try the clicker so you van do it from another room. If he thinks he will get caught even if you are not in the room, maybe it will deter the behaviour.
