A piece of jewelry she can grow into? A pendant or name bracelet come to mind.
Less timeless are those push cars. My DD and nephew loved them!

I just bought 2 of my friends a personalized pottery barn step stool for their kids first bday. I have a one year old and would've appreciated it as they will definitely use it as they get older.

maybe one of those little tikes "Cozy Coupe" cars? ( they make girly ones LOL ) my son was in his ALL the time, even inside in the basement. ( he's 6 now and will still try to get in it once in awhile HAHAHA)
or one of those water tables--- since we're getting into spring and she'll get a lot of years out of one of those
