What "opportunity" is he talking about? Usually they make you try with IUIs first before moving onto IVF.

I was reading that at a certain age, the chances of IVF succeeding are so low that they won't do such an involved (and expensive) procedure, but I thought the age was later (like maybe 44?)...not sure. That is unless they're willing to use donor eggs--that's a different story.
If she shops around she may find a doctor with more of an open mind about her age tho.

Hi - I am 39 and starting my first IVF next month. I did do several IUI's first. When I asked, they told me chance of getting pregnant with IUI is 10% and with IVF is 30%. The percents are lower then most do to age, but she sure can do IVF. Feel free to ask me anymore questions. Good luck to your friend

I'm not sure what her doctor meant, but my guess is that he doesn't do many IVFs with women 40 and over. If I were her, I would definetely be seeing a doctor known to treat women over 40, AMA. He could be steering her away from IVF when technically IVF is the way she should be going or another doctor would recommend. I would at least get another doctor's opinion.
