What is not safe?
The landlord would have to break the warranty of habitability laws in order for there to be some breach in contract.
People rent apartments in unsafe areas or neighborhoods all the time. If the landlord provides a lock/deadbolt, I can't see how there can be a breach just because you feel something isn't safe.
If something illegal is going on, the landlord can tell you to call the cops.
If the landlord himself is threatening you, I suppose that's a different story.
