join the board or any committees in the building.
We lived in our building for over 6 years and I know 4 neighbors out of 100+. DH knew half the building after being on the board for a year.

I would try walks after dinner maybe approach people about a letter you may have recieved from the board or just a co op type of question and then go from there ...

I thought of something else -- what about hosting a wine social? leave a sign by the mailboxes, elevators and in the laundry room inviting everyone/anyone to stop by during a certain time period for a glass of wine, hor d'oerve (totally killed the spelling there) and to say hi.
