photo storage and icloud

I am so confused! I recently starting using icloud to back up all of my photos but just noticed that if I delete them from my phone, they also disappear from my icloud. Is there any way to keep them in icloud and delete them from my phone? I would think (hope) there is some setting for this and I missed it when I set it up.
If there is not this option...how/where do you save your photos to so that you can delete them from your phone?

I don’t put my photos on the Cloud. I don’t feel safe after the Fappening. Not that I have those type of pics, but you know what I mean.

I connect my phone and download the photos to my PC. I then back it up to a hard drive.

The only thing I use my Cloud for is Word and PowerPoint docs.

There is something you can do to stop saving your photos to the Cloud. I’m no IT expert, but I just want to protect my privacy.

I back up to Google Photo. If you delete it from your phone, it deletes it in Google Photo, too. But after it syncs to the cloud, you go into Google Photo and you select "Free Up Space" which then deletes the photos from your phone, leaving them on the cloud and in the app. I'd imagine it's the same for iCloud? You will just run out of room there, whereas you won't on Google.
