How long is the ceremony portion?
Is $54 a suitable gift for one 13 year old attending a friend's bar mitzvah?

It depends. A reform ceremony can be as short as 30 minutes. A conservative ceremony can be as long as 3 hours.
Multiples of 18 are great gifts and $54 is a wonderful gift from a 13 year old.
