FM me, I worked with Sandy survivors and I watched many go through the process. Not sure I have an answer but can try

Also check out the facebook group Long Beach Rising. Even if you are not in Long Beach they have a lot of helpful information. I only raised my utilities but if you're dealing with NY Rising the pain is all the same :)
