I think flower girls up to 7/8 are ok but I actually think a pre-teen is too young to be a junior bridesmaid. I feel like a bridesmaid should be at least 16.

My niece was 8 when she was our flower girl. Glad we got married that year, because she grew up so much by 9

This doesn't really answer your question, but I was at a wedding recently where the bride's grandmother was the flower girl. To each their own.

No cut off.
If your sister asks someone (your daughter) and she is 10, then go for it.
Its what the bride wants and there is no cut off.
A 12 year old dressed beautifully walking down the aisle with flowers is awesome.

No joke, I went to a wedding recently and the flower "girl" was 89 years old. So. I'd say no cut off and it's up to the bride and family!
