Party time and food?
So the only time for me to pick for my daughters bday party is the 1:30-3 slot because of activities done in the morning by her and her friends...it's sort of an odd time do you think it's ok to only serve cake afterwards? I fell like people would of already eaten and the place allows 20minutes for food and cake and I think it will be rushed with pizza and cake...opinions please

IMO, I'd still serve food. If you really don't want to, then I think it's fine, but then I'd put "Cake will be served" on the invitation. Otherwise, people will assume pizza for the kids.
I've been to parties around that time (2-3:30) and they still had pizza and cake. Children don't read clocks and parties tend to take a lot out of them, so they're usually pretty hungry an hour into a party, no matter what time of the day.

Wheres the party? I only ask because if its a place where the kids are going to be totally occupied, they wont look for food. In that case id put out some snacks and then the cake

I'm clearly in the minority but I would not have food. It's not lunch time and way too early for dinner. Why not just have good snacks and various desserts?
I've always done food for my DS' parties but this year I stumbled upon a time that i felt didn't warrant food and I'm ecstatic. Finally a party at home that will be less stressful and cost way less. Instead, we're having 2 separate forms of entertainment and I'll have a good assortmeent of appetizer/snack foods and a variety of desserts. Our party is 1:30-4:30 with an animal show 2-3 and a balloon show from 3--4:15.

You can go both ways. We have been to parties in that time frame with just cake or full meal served.
I personally always offer food.
We have been to parties where other families come from activities with no time to eat lunch and kids are starving. Poor planning on parents but still felt bad for hungry kids.

I'd skip the food. you're definitively out of lunch and dinner hour. Just have cake.
maybe I'm biased, my son hates the pizza they serve at these things so the parties don't end up being a meal replacement anyway. He'd be happier with a donut.
