Well... that actually is very trendy right now- the crop top or midriff cut outs. I think it would be really cute if it fit her properly.
Also, her hair and make-up looks good!

It doesn't really go with the skirt.
Not to mention that she is busting out of the skirt in the stomach area. That can't be comfortable nor is it flattering
