Student to teacher ratio in nursery school
If it is a daycare setting, the state mandates the ratio for 18-36 months be 5 to 1. If it is part time (under three hours) they are not required to adhere to this.

When my DS was in a 2yo program, there were 12 kids, a main teacher and 2 assistants. Ratio was 4:1.

there were 11 kids in ds's class and a main teacher and 1 assistant this year.

DDs 3yo is 2:14. The 2yo is 2:12.

NYS daycare ratio for 18-36 months is 1:5 but schools are under a differ criteria I think. If a nursery school is in session more than 6 hrs then daycare rules apply.
