What size bike to buy...and other bike questions!

DS just turned 4 and is average height...about 41" My ILs just bought him a 12" bike for his birthday. It seems ok for right now, but I do not know if come the Spring, it is going to be the right fit for him...but then again, I know nothing about bikes. Do you buy bigger and let them "grow into them?" What age do kids start riding a bike without training wheels? Also, these training wheels are not level. Is that so they learn to balance or do they need to be adjusted?

My parents got DS his bike for his 4th birthday in May.

My dad took DS to Toys R Us and with the help of an assistant and DS riding a few different bikes around the store that's how he picked it.

Not sure when to take off the training wheels. I am guessing in a couple of years. One or two?

The seats will move as they grow and then you take off the training wheels.

my whole thing when picking out dd a bike was that she would be able to get on and off the bike by herself.
my neighbors kids took off their training wheels at around 5-6.
One was 4 but she couldnt get on the bike by herself for it was a real pita for her mother.
