I don't know any apps, but there are plenty of board books that are perfect for learning colors. We have a few that had all items of 1 color in each page.
Also, I'd go around the house and see if he can point out something red, something blue, etc...you can point them out to him at first if he doesn't know colors yet. The. Just reinforce the concept of different colors as you play, or as he's coloring, etc.

This helped DS learn as well. One of his favorite books is "Brown Bear, Brown Bear, What Do You See?" and that helped too!

What about sorting bin? Get a red, blue and yellow pail and same color balls and have him put the right color ball into the bucket.
ETA: I think it is normal that he doesn't know his colors. DD turned 2 in June and only knows a few colors - she is a girly girl and knows pink and purple only!

I would just point things out in the house. I especially like I spy and give the color and ask the child to find something of that color. I also like board books that have colors identified in them.

each day plan a "color" day where you wear that color clothing, eat that color food, play with that color toy, read about that color, sing songs about that color and art with that color crayons/play-doh/something hands on...

Use colors in your conversation. Look at the bird. It's a blue bird. Do you want the yellow spoon or the green spoon? Can you get me your sneakers that are red?

Also, color and paint with him. Play with play doh. Tell him, "I'm going to paint the train green. What color is your train going to be?"

I do color scavenger hunts with DD and just focus on one color. I grab a little bucket or bin and pick a color and go around finding things to put in our bucket. I do a few things and then I try to get DD to help. If the color is green, I'll try to grab two of the same thing (balls, beads, rings, etc) and ask her to pick out the green one. DD is only 17 months so she doesn't fully get it yet but she has fun and I figure it will click eventually. She also has lots of books with colors.

he's still young I think. I would just spend a little while just talking about colors while you're doing other stuff and see if he starts picking it up that way. like "you're pushing the yellow train!" or "ok- heres your green cup!". or hold two toys cars " do you want to play with the red one or the blue one?" and hold each one out as your saying it. or do play dough or fingerpaint and just talk about the colors he's using. As you're getting him dressed talk about what color his shirt is... that kind of stuff. And point out things that are the same color, too. "look! you're wearing a red shirt and playing with red playdough!" I feel like DS picked up a lot of the colors this way, without me really sitting down and "Drilling" him, or doing specific activities to teach him.

I was going to say the same book! My DD is 23 months and up until 2 weeks ago did not know her colors. We have been focusing on them the last 2 weeks by stating, naming and asking the color of everything. "Oh, I love your pink shirt," "That red car is going fast" etc. Also, we started reading the brown bear book and DD LOVES it and asks us to read it several times a day. She now knows all of her colors well and makes few mistakes.

Re: Activities to help two year old learn colors...
I painted my twins toes a different color every 2 weeks or so. I know you have a DS, so you may not be comfortable with that, but the idea of focusing on one color at a time helped. We also did it with tatoos.

I actually got my dd this melissa & Doug puzzle. My 16 month old loves it and learned all her colors on it. One side is shapes and the other side is colors. It's only sold at toys r us and this week they actually have 25% off m&d products.
