I'm seeing them in every September issue, so I'm going with a yes. I have a couple of pairs, but I'm debating whether I should order some more.

I love the look of over the knee boots but I have such short legs and just can't pull them off.
Although, I have seen girls shorter than me wearing them and get super jealous that they can pull them off. 
I think they look best in a flat or casual heel height with leggings of skinny jeans

ITA with everything. I did buy a pair a couple of years ago. But I can't even move in the things because they go up way higher than they are supposed to
