I'd say either is a win- we took DD to see MU and she loved it. She is 2.5 , and now she wants to see Turbo lol.
MU is rated G and Turbo is PG, so that may affect your decision.

Monsters U was cute. We want to go see Turbo too. I think Monsters Inc was better than Monsters U. Despicable Me 2 was also cute and either would be fine for those ages. I don't think there was too much violence or language in either of those movies.
