What is a landlord responsible for when...
a new tenant moves in? Painting, cleaning carpets, replacing toilet seats? This place we are in now (hopefully not for much longer), had nothing done when we moved in. The rooms needed to be painted but the land lord refused. They were dirty and had marker and crayon all over the walls. The carpets were gross and had pet stains on them. We painted. We paid close to 1000$ on that. We had the carpets cleaned and when that ended up costing more, we took it off the rent... We had to clean all the floors and scrub the bathrooms.. It wasn't pretty.. Our neighbors across the street own a rental house and said when they get new tenants, they paint, clean the carpets, replace anything that needs it.. Not sure if that is normal or if they are just really nice!!! I don't want to get stuck with huge cleaning bills after we move again... Please help!!

Yes, that is normal landlord responsibility to replace broken items, clean, paint and make sure the carpets are clean.
I think you've posted about your current landlord before and they sound like a slum lord IMO.
Will some landlords try to get out of these things?
Absolutely.
It's less headache on both ends if the LL does them though.
I deal with rentals all the time at work, and 99.9% of the time, these things are done prior to move-in.
There's one landlord I will rarely deal with anymore because he tries to get out of doing these things (in a complex, too).
I have found that in house or private rentals though it's more of a gray area and at times, landlords will just deduct the $$$ from the rent for the tenant to take care of stuff.

Thank you very much... I will make sure I ask all about this stuff before we sign anything.. And our soon to be ex-landlord is a slum lord. We have been in and out of court for a couple of months now...
