dependent care FSA ?
The flyer my husband got said you can use it for babysitters...but i thought you need to give social security # and then that means they owe taxes on what you pay them? Is that true? or have the rules changed?

This is true. However you only get 5000. So that much at least needs to be reported.

It can only be used for babysitters that provide care so that you can work. Like pp said, they also have to report it as taxable income.
