managed to get a slight reduction for next year but then it seems like the assessment goes back to where it is....1st time homeowner in nassau so not sure of how this process works. does an appeal have to be filed every year?

Yes, an appeal must be filed every year. You are able to do it yourself, no need to hire a company that takes a % of the money you get back. It's a fairly easy process.
