Belt loops on dresses
I am tall (6 feet) with a long torso. Almost all of the dresses I own for work have some type of belt. The way my body is, the belt (as-is) comes just under my boobs - it's way too high for my liking.
Can they alter belt loops to make them lower so the belt can sit closer to my actual waist? Like if the top of the belt loop was flipped to under where the bottom is.

Re: Belt loops on dresses
I have never done this but I have heard it suggested on What Not to Wear. So, yes, a tailor should be able to move them.
