Can a 17 month old have a tantrum/meltdown?

This morning DS refused to sit in his high chair, he was stiffening his legs (nothing new), I just bend his legs and get him in but this morning he FLIPPED OUT! Started crying and screaming like crazy, at first I got annoyed cause I was like what's up with you today and then I realized he may be having a tantrum so I sat him in the highchair and ignored him for 2 minutes while he just constantly screamed.

Is this a tantrum? I've read to listen for signs when they're screaming, like to ignore the bloody scream but swoop in to stop them when it becomes whimpers bc that's their way of looking for comfort. It worked for a few minutes and then he started again when he wanted to watch yo gabba gabba and I had on another channel.

Do I have a brat on my hands? or is this normal at this age?

ETA: i know it's not a matter of him possibly not feeling well bc he woke up happy and playful and flipped at breakfast time. Now he's all snotty.

I think my DD is advanced because she's been having tantrums since 14 months Chat Icon Chat Icon . Seriously, I am petrified if this is suposed to get significantly worse at age 2. She is a total drama queen and when she doesn't get her way she drops to her hands and knees then dramatically puts her head on the floor and screams. Unfortunately, I think it's normal.
