1 yr old not walking yet and toddler
What do you do in this nice weather when you're out? I feel like my 13 month old is always stuck in the stroller a lot when i take the boys out. My 3 yr old will ride his tricycle or we'll play ball, but the baby is in the stroller b.c he eats the grass or anything he grabs off the floor.
He doesn't mind if we walk and I follow my 3 yr old in the stroller while he has the bike or something, but hates standing still in the stroller.

Maybe try a wagon with some toys in it. Our wagon has seats that fold down so my son (at that age) was able to be strapped in but had full access to his toys that I put on the seat that was folded down.. And it is something different..
