Refinance Rates
I am refinancing and have my rate "locked." If rates go down, can I take advantage of the better rate prior to closing on the refinance?

It depends on your bank. Some banks will let you renegotiate the rate if it decreases by a certain amount (determined by the bank).
I think it has to decrease 1/8 point.
