trying to organize a 1br! help!!!

so we live in a nice 1 br...i try my darndest to keep it tidy but there's constantly papers everywhere that we just don't know where to put! i have a file cabinet but there's 'stuff' hanging around that we just can't figure out what to do with so it sits on the dining room/coffee tables and never seems to disappear...tips? what do you do with papers that just hang around?!
