which do you think looks better for the walls?
white wainscoting on the bottom half, paint the top splitting the wall with trim molding and painting both halves a different color?

I like either, wainscoting is more "country home" whereas chair rail is more "colonial-esque" it depends on your style

I prefer the chair rail but not the 2 tone paint. You can still paint the bottom half white and add nice fat base moulding.

Which room?
For DD's room we did the wainscoting on the bottom half, but if I were doing a dining room I would do something more simple like just a chair rail.
