so if we close by feb 29 we can still file for next year?

If have previously applied for STAR do I have to re apply? Also, does anyone know a good law firm to use to grieve taxes?

In Nassau, the exemption application period for the 2012-2013 assessment roll closed Jan. 2, so you would have had to get your application in before then. But you can apply on a rolling basis - your exemption just won't kick in until the following year.
However, if you are buying a home from someone who receives exemptions already, you will likely continue to receive the benefit of those exemptions until your own kicks in. When I bought my house, we got their enhanced STAR and veterans' exemption until our own Basic STAR kicked in the next year (obviously, we made out better with the previous owners' exemptions!).

For the basic STAR, once you apply and are granted the exemption, you don't need to reapply. It is automatically applied to your tax bill every year.

To clarify - If you only qualify for the basic STAR, that is all you will get. But there is a time lag between when you apply and when your exemption kicks in. However, because of administrative issues/slowness, during that time lag before your own exemption kicks in, you usually keep benefitting from the previous owners' exemptions. You are not entitled to them, but as a practical matter, you often do get them until all the paperwork becomes up to date. So I just meant that while you are waiting for your own STAR exemption to come into effect, you are usually not paying the full taxes unless the previous owners didn't get any exemptions.

When we purchased our house, we inherited the previous owners veteran's discount and advanced star for that year. We filed star on our behalf the day we closed. Now, because we purchased the house from the estate of the previous owner, I was told that we will not continue to get Star this year and that even though I filed my paperwork the day I closed, it was still after the March deadline, so I am SOL. On top of that, I have to repay the discounts that I received from having the lower rate last year. I was expecting that, it just adds up a lot. So, I will have basic star in 2013.
