Where to stay? the tampa/clearwater area, near a big business area
Places to see? went to the tampa zoo, a boat ride "little toot" saw some dolphins, one big pier with lots of shops, a different pier with a great beach
Good area? Bad area? yes, both
check out trip advisors boards - you can get some get stuff on that site
