Re: outer banks in APRIL??
Weather wise you can go from 50's-low 80's in april, really depends. Its VERY hit or miss! We decided we wouldn't go in April again just because the ocean is out (way too freezing) and it was too cool most of the time to really want to go in the pool (i guess if you have a heated pool you'll be ok!) but the place we stayed wanted $800 to heat the pool for the week. looking back we should have just done it.
You can definitely go to the beach and relax a little bit but the water would be a huge no-no. I would try a few weeks later in may if you're able to do it..its still off season but just a bit warmer.

Re: outer banks in APRIL??
I would go in May before Memorial Day (thats before the rates of the homes go way up).
Like Maybebaby said, in April it will be most likely warm enough to lay poolside or ocean side but its probably not warm enough to actually go in the water.
May is usually much warmer.
