 have they realized how many buyers there are nowadays?? I wouldnt go near this- it seems like the sellers are PITA!

They're just stating facts to protect themselves as sellers. The sad fact of the matter is that you could be "under contract" and have the house swiped out from under you if another buyer comes in and offers more $$. No deal is finalized until those contracts are signed.
Information should be verified by your Engineer/Inspector. Anyone can say they replaced the roof 5 years ago but your Eng/Ins will tell you the conditions.
It's not something that should scare a buyer...

 that's what I have to say about those seller remarks. it's on a main road, they need to get a grip, they're house isn't that great

and maybe it's just me, but a starter home shouldn't have to cost almost 1/2 a million dollars and over $7k a yr in taxes.

I don't know the exact boundaries, but that looks like the very outskirts of the Terrace section to me. And, that's def. a double yellow-lined road.
