There's a line down in the front of my house? Who do I call?
All the electric/cable/etc wires are on my side of the street and there's a wire just hanging down right in front of my house and in front of my driveway...I have no idea what kind of line it is but I know it's not mine because everything in my house is working?! There looks like there's another one down like 3 houses down from me...what the heck is this?!?!

that happened to us and we called the local police department. not 911.

I'd call the police dept and the power company.
If it's not their line, they'll tell you and you can move on from there. It could be an old line - we had a snowplow pull down one of our Verizon FIOS lines after we had switched back to cable.
