help hanging a scarf valance

I have NO idea how to hang my scarf valance....the first pic is the way I want it to look (i have both colors for the scarf) the second is how I attempted, but do not like, hanging on of the scarfs...and the third is the rod i have...any suggestions???

The one way I've been able to acheive this is by using velcro..

I velco the rod and the scarf and attach it on one side after I've lined it up evenly (If you're going to hang it like your pic) and then pull the top while separating the top and lower half and then velcroing the other side.. if I need to pin the sides down, I do...
