STAR rebate?
how and when should i file for this? TIA!

In Nassau County, the filing deadline is 12/31 of each year. You need to have a copy of your deed and the application (which you can download from their website). I wouldn't do it until about a month before the deadline - sometimes they lose them.
In Suffolk County, the filing deadline is 3/1 of each year. The application period is 1/1 through 3/1. In Suffolk County, you will file your application with the Town Assessors Office. You will not need a copy of your recorded deed in Suffolk but will need the application. You can find the application on the website for the Assessment Department of whatever town you live in.
In both Nassau and Suffolk you will probably need to include a copy of your driver's license (showing that the house is your legal residence) or utility bill.
You can submit the application by mail (I would do it certified mail, return receipt requested so you have a record of their receiving it).

If your previous owner applied, you are covered for the 2010-2011 school year. If you want to continue to recieve the exemption after that, you'll have to send in this form by January 2, 2011. Once you apply, I believe your home is covered for as long as you live in it--you won't have to apply every year.

It depends on your township. The application must be filed by your tax status date. The tax status date for most locations in Westchester County is 5/1.
Check with your local assessor. Remember, the County of Westchester does not assess properties - assessments (as well as exemptions) are a function of township or city in which the property is located.

Actually, Nassau County has its own form on their website which outlines the instructions specific to it. So do most towns in Suffolk County. Better to use the preferred form than the ORPS form.

It actually doesn't transfer in Nassau. At least it didn't for us. The previous owner of the house had the enhanced star and we did not get it. We applied for Basic Star the following year.

We got a letter last week telling us that the previous owner's STAR carries over to us, but that we have 60 days from date of purchase of the house to register our names with them. They need a copy of our deed and proof that we live in the house as our primary residence - copy of driver's license or 2009 tax return with this address on it.
We actually closed on the house 5 months ago today - WAY over 60 days... oops... I'll plead ignorance, I had no idea.

I have no idea if mine transfered. How would you even know?
We knew because we know what the taxes were that the previous owner was paying. At closing those reductions were removed and the actual amount of taxes were reflected.

I sent in this exact form in 2009 with no problems. Has it changed?

I'm in Nassau and mine definitely transferred from the previous owner--and I mailed in the form well over 60 days later. Maybe I was lucky but I had no issues.
