Who do I report a rotting tree to?

My neighbor has a huge tree that is completely rotted. The main trunk of it fell last year across her driveway and slightly damaged the house to the right of her. Last saturday another huge trunk fell destroyed my garage and hit the house. She is now telling me that the tree is "still viable". If the rest of it comes down her house will be destroyed and my house will probably suffer more damage. Who can I report this to?
