Is a double process considered
color and highlights or when making an appt do I tell them I want a full head of color and partial highlights????

Tell them you want a single process and half/full/crown highlights (whichever you're getting,) Double process is when they strip the hair of the color and then dye it something new. Usually for people going from dark to light.
