Not expensive at all, my hubby wants to do that to our dining room too! Mu husband just said it is so easy, it is literally installing a chair rail and then using little pieces of wood to make a square and then it is painted, EASY!!!
Ok, my hubby just said it costs about $30-50 to do a 10x12 room.

We did crown moulding, chair rail moulding and box moulding - Paid for all the supplies and my father in law did all the work

My parents just had this done in their house on the entire 1st floor. It cost $8,000. Each piece inside the frame is a seperate piece. It was very hard work.

Here are some pics:

I think it would be relatively easy to do if you used the small molding on the inside that would stick out, but if it were recesed molding that might be a bit more work unless they have premade panels and I would think that would be even easier to do than the first kind you posted.

I think the good crown moulding could run you as much as $10 a foot. There is no way you could do a room for $50...
I thought the same thing - we are doing it, and its getting pretty expensive.

Good Luck
