virginia beach
Can anyone please tell me what the weather is like in Feb.? Would this be a good trip to bring a 13 month old? Also where is a good place to stay and not break the bank?

It's very cold in February, and not the best time to visit. It's usually only 5-10 degrees warmer than it is on Long Island, if that helps as a reference. And a lot of the businesses on the beach are seasonal and close for the winter or only keep limited hours. If you want to do indoor things, like go to museums or the aquarium, you'd be OK, but it's not a good beach destination in the winter.
