what is the the event/occasion?
i wear dresses almost daily (because i feel most comfortable in them). today i am going to wear with boots (too cold for sandals) which IMO is considered casual dressy. if you don't want to wear a dress, black pants with heels and casual or trendy top with some nice accessories.
opinions will vary but this is my interpretation of casual dressy.

When I hear "casual dressy" I think dress pants, a trendy top and some nice heels. I tend to buy wide leg dress pants that covers most of the shoe but not entirely so that the point of the shoes peeks out 
FYI: I am soooo bad at what's "in" so i could be totally giving bad advice

I agree with this! I would probably do black pants, heels, and a dressy/trendy top.
