Does anyone wear slips/petticoats or
something underneath skirts to make them flare out a little?
Where do you get them?

Do you mean formal dresses or everyday?
I think they sell slips in the lingerie sections of department stores like Macy's and JCPenney's.
As far as petticoats, I am not sure where you could find one. Maybe online.
