Wish me luck--going down to the PD around 4PM-Update
When Dan gets home, we are heading to the Police Department. We are at a dead end with the neighbors below us. LASt night we called the PD to report a noise complaint at 12:30, and they told me "It will be a while". So at 1:30, we called again, and were told they are there right now. So, Dan went outside to speak with an officer & to let them into the 2nd floor (all the floors have the same locks for laundry, etc) and all he saw was a cop car driving in the parking lot. Well, the noise did not stop, the music was louder, people were out on the balcony jumping off, hitting each other with a piece of the vertical blinds, and just being really loud. So, we called the PD again, and were told they have been there 2 times already & found nothing. I said, well maybe go to the BACK, and get out of the car to assess the situation. We also have reason to beleive there is underage drinking also going on. (the girls below us graduated HS last year)
Well, the noise never stopped until close to 4 AM. There is no way a cop paid them any visits.
Soooo...when Dan gets off work at 4 PM, we are going right to the PD to speak with a Sargeant, to see what we do from here.
This is insane. Dan was up for work at 6 AM, after not getting to sleep until around 4.
I am so aggravated. I do not know if protocol is different state to state or the people we spoke to last night are just azzholes. I know when my family members or friends have called PD in NY, the cops came and knocked on the door, assessed the situation, and sometimes even given citations.

Update:
Well, we waited for almost an hour to speak with someone, but we finally did.
We were able to fill out a police report. The cop said they need a paper trail....
(why there was not any reports from the past 4 months is beyond me)
And when we came home, we saw another neighbor, who lives next door to the loud people. She has filed complaints with the police, rental office, etc. Nothing has been done. She said they are smoking pot & drinking right in the hallway!
Soo...tomorrow at 8:30 AM, I am going with 3 other neighbors to approach management to see what we can do next.
And amazingly, the girls have not been around all day, they cleand up their crap outside & took off....
