I have a few that were memorable for different reasons. My ABSOLUTE best ever was my 30th. DH (then my boyfriend) and I went to Secrets Excellence in DR.

Mine? Probably my 21st. We went out to the bars in the city. We had the best time.
My dh's would have to be his surprise 30th party that I threw him.

my 25th!!!! We went into the city and went to St Marks place and hit all the bars after dinner, it was lots of fun!!!

I would say when my old boss called & begged me to work a huge event on my birthday. I agreed to it on the condition that I get my own car service home immediately after the start of the event.
The event had some major glitches & being the point person, I couldn't leave. I called DH to explain & was upset that I wasn't going to see him on my birthday.
My car pulled up to my house at 3am. I heard rustling at the door & DH said "Wait, wait, hold on!" When I walked in, he had a cake lit for me & sang Happy Birthday to me.
For SO, I'm not sure. The best birthday with me, I'd guess would be when we were first dating & I bought him a BBQ & took him to New Orleans.

probably my 21st - not because i went out and drank like crazy - it wasn't like that - it was actually fun just b/c it was my first birthday after i had met DH and he took me to a place where we had fondue and wine (it was so nice) and it was a lounge type of place with great music -- and he invited some of my friends along so it was like a group of 8 of us and we just ate yummy stuff w/ chocolate and had awesome wine and just laughed and talked ALL night. it wasn't a big "hoorah" but it was a lot of fun and really memorable.
he threw me a little party with just immediate fam and some very close friends last year - that was cool too and creative. it was nice and intimate.

I don't have one that really stands out... I just like that every year DH wraps my present wierder than the year before.
I can tell you the worst.. I had to cancel my third birthday party because I had the chicken pox!

I have 2. My 21st cause I had been waiting forever to be able to go out with my my older cousins and they took me out to my first real club & then to bars!! I had soooo much fun!!
and the 2nd was my (not so much) surprise party my DH & friends all threw me. It was great!! We had a blast!
For DH I would say his 32nd. Thats when he proposed!!
And his 33rd was his bachalor party!

My 28th-DH (we had just started dating), took me to La Grenouille. Such a beautiful restaurant-thousand of gorgeous white tulips everywhere. Just lovely. Way too expensive though.
