Maybe you can try something like this
wee wee pad holder/frame
It's a frame that you put the wee wee pad in.

which brand are you using? some of the wee wee pads have scents on them to attract the puppy into going on it. wonder if it is the brand? try another brand? just a suggestion good luck

My puppy did the same thing. He thought of it as a Toy. I didn't even think about that frame.
Luckily, he goes outside now.

I had a problem when i tryed to go from the wee wee pad to the outside because in the house she would use the wee wee pad outside it became a toy. lol I had to crate her to teach her but i never tred the the frame. Good luck

Some of the brands are made of a tougher material that are harder to rip. You may want to try switching (we had too!)
Also, we used to have 2 pads down just in case. She would make on on and rip up the other. Now that there is only one down, she never rips it up.
