I just read up on this because I have a non-paying buyer and I was nervous about the feedback. If I understood it correctly, it said that if you open an unpaid item dispute, and the buyer does not respond or reply, they lose their feedback priviledges on that transaction
I am sure they will change the feedback policy once they start hearing it from their sellers. eBay needs both sellers and buyers to survive, so they need to make everyone happy

I agree, its too early to tell how things will change. Right now, I'm doing ok, but I also don't spend the amount that other sellers do. I try to spend no more than $50 a month (but usually its more like $20 a month). I'm an outlet, craigslist, garage sale shopper. That's where I get my stuff.
