What is the deal?
is there an unwritten law stating that all workplaces MUST employ ot least one person whose sole job is to be b i t c h, complain, and degrade others?

YES and they also get to say they do alot and actually do nothing !
and always seem to somehow make note of that when degrading others. not to mention imposing their views and so-called authority on EVERYONE else.
