What do you do...(long)
When there is no solution to your problem? I have a neighbor who has no muffler on his car.....He keeps crazy hours and will usually leave his house any where b/t 2 and 5 am....I am a very light sleeper and this man wakes me up every single night...and then I can't fall back to sleep....I don't know what to do anymore...I'm losing my mind....I'm actually considering paying to have a muffler put on his car...Should I do that? any other thoughts/ suggestions?

Call the cops. It's illegal not to have a muffler on the car. Explain to them he leaves every night at 1:30am (ex) and have them be on your street

I agree. I think you should call the police, that seems like noise pollution and it must be illegal to not have a muffler on your car. Maybe you should even keep a log of the dates/times he woke you up to give to the police.

is he approachable nice?
maybe fudge the truth a bit and say how you're afraid that others are just as inconvenienced and MAY call the police, and that you don't want him to get into trouble so he needs to get that fixed....

if you dont want to get him in trouble then maybe try talking to him. Or even leave him a friendly note in his mailbox. See if that changes anything

Do you have a noisemaker in your room? We have a humidifier and it provides white noise and nothing outside wakes me up!! Our neighbors teenage kids have parties all the time and once I turn that thing on I can't hear em anymore.

I've tried leaving the tv on.....it doesn't work.......good idea though...thanks

I agree, white noise of some sort (fan, humidifier, etc.) can do wonders! I am such a light sleeper too and my bedroom is close to the street.

I'm not sure what the LI equivalent to 311 is...but you can call some type of community commission to make a noise complaint?
