The next step here is manager, and because there's only one (who is butt buddies with upper management) that until he's gone, I have no where to go

I was promised a position once the person that had it left, and then when he left the position was "phased out" so theres no where else for me to go anyway....

If I pass that exam - I get the results on Jan 18, then I can get the certification needed to get the job that I was interested in!!!

i am actually going through that now. i have been at my job for over 10 years and thought i could go as far as possible. we just found out that my boss was promoted to his bosses position and the company announced that a person that has been in the company for about a year and a half will be taking over his old position.

When you start feeling this way, it is a wake up call. My theory is that you have to wake up every morning enjoying what you do. Eventually, you will want to grow in your career but only time will tell. Hang in there and start updating your resume. I have been through that road in my life and it was a risk and I can't tell you how happy I am now. It was worth every night in school staying up in the wee hours of the morning doing papers and working at night, remind you I was living on my own paying rent, working full time and going to school. It was overwhelming and frustration but I never gave up. Everyone goes through this challange in life. You will be fine. Hang in there and apply yourself and network until you find what you are looking for. Good luck!!
