They have to be under 60k. I have a few animated gifs that are over 60k, and when I tried to use them, it just made the first image of the animation into a static jpg file and displayed that.
ETA: smilies are pretty much all under 60k. Most of mine are in my gallery so they are easy to get to, but you can hotlink from anywhere that allows it.
