Depends on what it pertains to...in employment, it is a "known" fact. When a candidate goes on an interview, we will hear immediately if they did not like the applicant....when it takes a while, it means they're discussing the applicant further.

That term is used by recruiters all the time...and that's why I'm a recruiter.
