Bookhaven and easement

we have a tree that is apart of the easement, so they own it.

half of it is dying. large (10ft +) are falling off the tree. We can't grow grass because the roots are sticking up.

The town said they saw it and there is nothign wrong. they would have to get out of the car and look at it from the house, because from the street it looks fine.

has anyone successfully had their town take care of a tree? does anyone know the appeals process-i called again and they said they would send someone out - should I send pictures I take with my file?
