why don't people call you back?

Its so annoying, we need to have two heaters replaced, and called a few plumbers in the pennysaver who just don't return our phone calls. And one of the ads even said, we always call back.
Of the few contractors we have had to hire to do work they are so hard to get in touch with. What is the deal with this?
And how are we supposed to get a plumber?
